"Proposals for a Public service publisher stem from a belief that in future many of the traditional goals of Public Service Broadcasting will be achieved through public service content – across a variety of platforms. But how strong is the case for a new form of public intervention to offer some kind of interactive/user participatory experience? To what extent can we rely on the market to supply a wide range of opportunities for hosting user generated & interactive content? What should the focus be of public intervention in this area and how can we ensure that such intervention will achieve its goals?"
