An examination of illicit drug trafficking offers unique insights for assessing national security reform because narcotics trafficking is a perennial threat, involving primarily non-state actors, that spans across multiple government jurisdictions. In addition, the rise of narco-funded terrorism elevates the importance of incorporating hard-earned lessons into the new national security architecture. This case study discusses some of the tensions within the counter-drug response as well as gleans lessons learned from the thirty-five year federal fight against narcotics traffickers.
