The third-wave ska band the Scofflaws formed in Long Island, NY in 1988 when tenor saxophonist/vocalist Richard "Sammy" Brooks recruited several musician friends to play traditional Jamaican ska with a modern edge. Througout the years the group has undergone numerous lineup changes.
