In her startling documentary, Vancouver news reporter-turned-director Tiffany Burns shines a light on the Royal Canadian Mounted Police’s “Mr. Big” sting operation. Prompted by the imprisonment of her brother, Sebastian Burns, for the 1994 slaying of Bellevue’s Rafay family, criminologists and victims testify to the troubling issues the operation raises regarding entrapment and coercion in this chilling portrait of a criminal justice system run amok.
