Southern California has many water resources--rivers, lakes, streams, and wetlands (e.g., coastal marshes, vernal pools, and intermittent and ephemeral washes). For projects proposed in all these areas, federal and state permit approvals are required. The state and federal regulatory processes are complex and often changing. This seminar examines federal and state regulations pertaining to wetlands and other waters. Specifically, the seminar covers the U.S. Army Corps of Engineers' regulatory permit program under Section 404 of the Clean Water Act and Section 10 of the Rivers and Harbors Act. Other topics include wetland protection requirements; differences among individual, nationwide, and regional permits; the roles of other federal and state agencies as well as the public in the permit process; California's Lake or Streambed Alteration Program (Section 1602 Agreements); recent Supreme Court decisions affecting the Corps' limits in jurisdiction; and the latest guidance on mitigation and jurisdictional delineations.
