While California public agencies and land developers have used land-based municipal finance to support new development, these same tools are now being used in existing communities to finance public services and upgrade public infrastructure, including the undergrounding of utilities and financing of renewable energy projects on public and private property. In this seminar, experienced professionals in Mello-Roos and special assessment financing discuss current and emerging practices in land-based public finance. Speakers draw on both past and present-day experience to illustrate the issues being discussed, with emphasis on local communities and developers seeking to revitalize communities, upgrading aging public facilities, and how public finance professionals are adjusting to the administrative obligations and evolving practices within financial markets.
