Health reform is at the top of the agenda for the new administration and Congress. President Obama promised during his campaign to expand coverage so that all Americans have access to health insurance and to lower costs by ensuring only the most cost-effective medical technologies are used.

Many of the reforms proposed by President Obama and congressional leaders appear to be inspired by European health care systems, which are believed by many Americans to combine universal access, high quality, and low costs.

But what is the reality of health care in Europe and other countries? And what can the U.S. learn about European attempts to use government-sponsored “comparative effectiveness” criteria to determine which drugs and other treatments are reimbursed in public health systems?
