Scoblic argues that for better or worse, U.S. security has become ever more dependent on other countries, int'l coordination, and even negotiation with nations we'd prefer to think of as intractable enemies, such as Iran and North Korea. Instead of creating a model of foreign relations policy on these essentials, however, President Bush and his advisors have clung to the M.O. of the Cold War by refusing coexistence with “evil regimes,” emphasizing military solutions to problems, shunning diplomacy, and scorning int'l institutions.
