Any tax deferred retirement plan gives you a tax deduction when you contribute to your plan, but you will have to pay ordinary income tax upon withdrawal at retirement.
On a Roth plan, you pay the taxes as they get contributed, but you pay no ordinary income tax upon withdrawal at retirement. But there are income limitations.
But TIPRA has now allowed traditional IRA holders to convert to a Roth account in 2010, with no income limitations! So you can now pay the tax upon conversion (over 2 years) and pay no tax on the gain of the investment!
