Client procurement strategies shape the construction industry? March 7, 2012

SYNOPSIS OF LECTURE

The current economic climate clearly places a huge pressure on the construction industry. Some will see this as a threat, whilst others will rise to the challenge and prosper. All clients are finding the economic situation is forcing them to dramatically revise their ambitions with many looking to refurbish existing stock rather than build new facilities. Clients and suppliers (including designers and constructors) face similar problems.

The new economic climate is also having a profound and significant effect on society with increasing levels of deprivation and unemployment, particularly in inner city areas. These social and government policy demands require public sector clients to work harder to improve the lot of their citizens.

Is there anything the industry can do to help? How can the supply side respond for the benefit of society - and themselves?

The lecture will review the wider social issues along with current Government strategy and policy drivers. How they should be tackled? This will be translated into possible scenarios for the built environment, providing a challenge to the construction industry.

Topics including training, sustainability, competition, BIM, and funding options will be discussed. All of this will be framed in the context of how all stakeholders in the conception, delivery and running of the built environment need to move in an efficient, collaborative manner.

PRESENTER'S PROFILE

Heads the Capital Programme Division which is responsible for managing Manchester City Council's GBP 300m+ pa capital programme. The group includes both Technical capability and Project / Programme Management skills. The Division is responsible for delivery of the GBP 500m Building Schools for the Future programme and Town Hall Complex Transformation Programme.

A Procurement team maintains framework and similar working agreements with suppliers. 95% of the Councils capital projects are delivered through its suite of Framework arrangements, which also include Professional Services. John leads the Northwest Construction Hub which procures and manages construction & consultancy framework arrangements available to all public sector bodies in the North West. The Hub is currently delivering 115 projects for 30 NW authorities.
