Climate change legislation, new housing standards, green design, flood prevention, form-based planning, and environmental justice: these are just a few examples of new initiatives that shape and reshape California's comprehensive planning statutes. With these issues and increasing public intervention in community development decisions, an up-to-date general plan is a critical component in a community's arsenal to manage growth. Cities, counties, and community groups are insisting upon well-conceived plans that incorporate both innovation and realism, confront growth issues while conserving community character, and create effective tools to reach consensus. This seminar illustrates what those plans look like and what they must contain to meet increasingly stringent state standards. If you have a general plan update approaching, here is a seminar of value to both professionals and lay practitioners undertaking new plans and major revisions. The program includes both legal fundamentals and hot-button topics like smart growth and sprawl; recent court decisions; and each aspect of a plan's development, formulation, and implementation.
