Business tycoon Harry Brock, comes to Washington to buy legislation from a willing senator. He brings along his beautiful girlfriend Billie Dawn, whose ignorance is embarrassing and detrimental to his efforts. Brock decides to hire a D.C. journalist Paul Verrall to be her tutor. The lessons work and Billie's new awareness has her questioning the ethics of 'business as usual' in Washington.
