The Home Care Association of New York State, Inc. (HCA) has been serving New York since 1978, making this our 28th Annual Home Care Meeting and Exhibition. This meeting comes at a key time. Within the next year, the state will have a new Governor, a new Attorney General and the Berger Commission will have concluded, but we all know that long-term care reform will still be here. We have been told that State leaders intend to strengthen and use home and community-based services as a foundation for reform. Now we must make sure that our state?s fiscal policies match the rhetoric of reform. There will be increased focus on disease management, technology, and managed care. The issue of a truly adequate workforce remains, as does the need to expand revenue sources. You can not pick up a paper without reading about Medicaid fraud. Home care must be proactive and continue to develop the foundation for long-term care reform. With that in mind, this conference has been designed to help today?s home care leaders work in concert to reshape and strengthen the industry.
