When changing business conditions force companies to downsize, older and higher-paid employees are often the most affected. Complaints to the equal opportunity commission rose 41% between 1999 when the economy was thriving, and 2002, after the dot-com crash. Ohio State University researchers found that businesses often did not follow objective criteria for layoffs. Belt-tightening measures that were supposed to be age-neutral were often found ageism to be an equal opportunity offense: professional, managerial, skilled, semi-skilled, and unskilled workers filed age discrimination complaints. This event has been approved for 1.5 credit hours toward the PHR, SPHR, and GPHR recertification.
