Birch Bayh of Indiana served three terms in the US Senate (1962-1980). As Chairman of the Constitutional Sub-Committee, he authored two Amendments to the Constitution, The 25th Amendment on Presidential succession and The 26th Amendment, lowering the voting age from 21 to 18 years of age.
